Should the U.S. provide aid for India?

Very recently and still happening terrorists in India have killed 70 and injured 250 (MSN) they are also believed to be holding hostages in the two hotels they attacked. they mainly targeted britons and americans and most of the hostages are believed to be britons and americans.
